Segmentación de tarifas, lo que hay que saber

El Gobierno nacional difundió hoy los detalles del nuevo esquema de segmentación tarifaria y la reducción de subsidios para los principales servicios públicos, cuyos puntos principales son los siguientes:

* A partir de los datos incluidos en el Registro de Acceso a los Subsidios a la Energía (RASE), se realizó la división de los usuarios en tres niveles de acuerdo con sus niveles de ingresos.

* El Nivel 1, integrado por los usuarios de mayores ingresos y gente que no solicitó su registración; el Nivel 2, que representa a los usuarios de menores ingresos registrados y que, “provisoriamente se incluirán beneficiarios de la tarifa social”; y el Nivel 3, con usuarios de ingresos medios.

* En lo que respecta a usuarios de gas natural, se registraron 269.725 usuarios correspondientes al primer nivel; 2.880.090 en el segundo; y 2.599.550 al tercero.

* La cantidad de gas demandada por los hogares no se encuentra relacionada con el nivel de ingresos y se vincula directamente con condiciones climáticas, cantidad de participantes del hogar, características constructivas de la vivienda y la eficiencia de los equipos domésticos.

* Para el Nivel 1, habrá una quita total del subsidio, por lo que la factura del gas subirá 167%

* Para el Nivel 3, se subsidiará un volumen equivalente al 70% del promedio de los umbrales mínimo y máximo de cada categoría y subzona, mientras que el excedente no será subsidiado.

* Para el Nivel 2, los usuarios no tendrán actualización de las tarifas.

* Los aumentos para los Niveles 1 y 3 se aplicarán gradualmente en 3 bimestres (a partir de los consumos del 31 de agosto, octubre y diciembre).

* En el caso del Nivel 1, los aumentos se aplicarán de manera gradual por bimestre a partir de septiembre (noviembre y enero posteriormente) implicando un aumento promedio cercano a los $ 500 por mes por escalón y $1.500 por mes acumulado en los tres bimestres

* En el nivel 3 se plantea tres aumentos con una aplicación gradual por bimestre a partir de septiembre implicando un aumento promedio cercano a los $ 165 por mes por escalón y $ 500 por mes acumulado en los 3 bimestres

* En cuanto a la segmentación de subsidios de energía eléctrica, en el RASE se han anotado 8.890.998 de energía eléctrica: del Nivel 1: 399.156 (4,49%); Nivel 2: 5.040.120 (56,69%); y Nivel 3:3.451.722 (38,32%).

* El tope de consumo será de 400 kWh mensual por hogar, mientras que para las localidades que no cuenten con gas natural por redes el tope se incrementará a 550 kWh.

* Respecto a la la segmentación de subsidios al agua, actualmente se cuenta con 11 coeficientes zonales definidos que permiten administrar la carga tarifaria de manera progresiva, “generando un sistema de subsidios intratarifarios entre los usuarios con distintos niveles socioeconómicos”.

* Así, se realiza la quita del subsidio en tres zonas que AYSA agrupó de acuerdo a su código de zonificación que tiene en su marco regulatorio

* Los usuarios del nivel alto tienen quita total del subsidio desde 1 de noviembre.

* Los usuarios de medio y bajo tendrán una quita en forma progresiva y se saca en forma definitiva en marzo del 2023. Los bajos continúan con un 15 % hasta mayo del año que viene.

* Las personas que tienen tarifa social o comunitaria quedan afuera de este esquema.

* Los usuarios que consideren que necesitan solicitar la tarifa social, pueden pedirla.

* La tarifa es progresiva y se adapta a la necesidad del usuario.

* Solo 15% del universo de hogares que tiene AYSA (3 millones y medio), va a verse afectado por la eliminación del subsidio en noviembre.
