Precios Justos hasta el fin de año próximo
En la Resolución 1077/2022, publicada en el Boletín Oficial, se estableció el plazo de vigencia hasta el final del año próximo, al tiempo que se detallaron las normas a cumplir por parte de las empresas productoras de insumos difundidos.
La resolución original con la que se creo Precios Justos, publicada el 10 de noviembre, se ceñía a empresas proveedoras de Bienes de Consumo Masivo, supermercados minoristas y mayoristas, y no fijaba el plazo de vigencia del programa, más allá de establecer que los convenios con cada empresa se extendería desde noviembre de 2022 hasta fines de febrero de 2023.
Atento a esta situación, en los considerandos de la resolución 1077 se indica que “resulta necesario aclarar cuál es el plazo de vigencia del Programa Precios Justos” y facultar a la Secretaría de Comercio a “dictar las normas aclaratorias que fueran necesarias”.
Asimismo, se incorporó a las empresas productoras de insumos difundidos, consideradas como las “productoras de los productos estratégicos para la industria nacional que, resultado de un proceso industrial, forman parte de la cadena de producción de gran parte de los productos de consumo masivo, entre otros”.
Esas empresas, si suscriben el convenio de adhesión al programa, “deberán vender, de forma constante e ininterrumpida, los productos que ellas comercialicen y que se detallarán al momento de la suscripción del referido convenio” entre diciembre de 2022 y febrero de 2023.
En caso de resultar imposible la provisión de algún producto por causas ajenas a las empresas, “deberán dar aviso fehaciente de ello a la Subsecretaría de Políticas para el Mercado Interno” en un plazo de no más de 72 horas de tomado conocimiento de dicha imposibilidad.
En ese marco, se considerará que las empresas incurrieron en infracción cuando no respondan en tiempo y forma los requerimientos de información o se verifique el incumplimiento de cualquiera de las disposiciones de la resolución y de las cláusulas del convenio que suscriban.
Días atrás, el ministro de Economía, Sergio Massa; junto con el secretario de Comercio, Matías Tombolini; firmó un acuerdo con las principales proveedoras de insumos industriales para la producción de alimentos y bienes de consumo masivo por el cual dichas empresas no podrán modificar sus precios por encima del 3,9% mensual en promedio respecto del mes de diciembre.
El objetivo de este acuerdo voluntario, que se mantendrá hasta marzo de 2023, es darle previsibilidad a la estructura de costos de las empresas que participan del programa Precios Justos debido a que uno de los factores fundamentales en la formación del precio de un producto son los costos de los llamados insumos de uso difundido.
En esa ocasión, Massa destacó que estos acuerdos “permiten que el entramado de más de 41.000 pymes que forman parte de la cadena de valor tenga la posibilidad de planificar”.
Tombolini afirmó que “seguimos trabajando en la hoja de ruta propuesta por el ministro Massa para bajar la presión inflacionaria y llevarle orden y previsibilidad a todos los sectores”.
Los insumos elaborados por las empresas que firmaron este acuerdo (vidrio, papel, aluminio, químicos, entre otros) son clave en las cadenas de valor de la industria, al constituir materias primas esenciales.
