Con 21 detenidos y 70 allanamientos desbaratan red de producción de material de abuso infantil

Un total de 21 detenidos y 70 allanamientos conjuntos y coordinados en 14 provincias y la Ciudad de Buenos Aires fue el resultado de la Operación Red Federal en Alerta, con el objetivo de “desbaratar redes de transmisión y producción de material de abuso sexual infantil que se encuentran operando en todo el mundo”, informó esta tarde el Ministerio Público Fiscal (MPF).

La investigación involucró objetivos en las provincias de Buenos Aires, Misiones, Córdoba, Mendoza, Salta, Tucumán, Santa Fe, Entre Ríos, Río Negro, San Luis, Chaco, Corrientes, Catamarca y La Pampa, y la Ciudad Autónoma de Buenos Aires (CABA).

Según la información oficial las detenciones se produjeron se la siguente manera: Misiones 2, Córdoba 6, Santa Fe 3, Catamarca 1, Entre Ríos 1, Chaco 3, Buenos Aires 2, Salta y Río Negro 2

En CABA el Ministerio Público Fiscal (MPF) coordinó los diez operativos que se realizaron en los barrios de Villa Lugano, Villa Devoto, Santa Rita, Balvanera, Villa Urquiza, Parque Chas, San Cristobal, Almagro, San Nicolás, Villa Soldati y Caballito.

Si bien la causa continúa en investigación y los allanamientos aún no concluyeron, hasta el momento en CABA hay 8 personas imputadas, y en el resto de las provincias 21 detenidos, informó el MPF.

También se secuestraron unos 2.000 dispositivos de almacenamiento de datos entre tablets, celulares y computadoras, y se contabilizaron más de 12 mil archivos con contenidos de abuso sexual infantil, de los cuales 5.000 se encontraron en dispositivos electrónicos en CABA.

Una vez identificados los domicilios desde donde se habrían cometido las maniobras ilícitas, personal de la Unidad de Cibercrimen del CIJ remitió la información de los usuarios investigados a las autoridades correspondientes del resto del país, en virtud del “Protocolo de Intervención Urgente y Colaboración Recíproca en casos de detección de Uso de Pornografía Infantil en Internet (red 24/7)” y del Acta de Compromiso para la constitución de la “Red Federal de Policías Judiciales y Unidades Operativas de Investigación Criminal”.

La Unidad Fiscal Especializada en Delitos y Contravenciones Informáticas (UFEDyCI) también intervino, vía exhorto, en los allanamientos realizados en Tucumán, donde tres personas resultaron imputadas.

La fuerzas que participaron en CABA fueron la División Delitos Cibernéticos Contra la Niñez y Adolescencia de la Policía Federal Argentina, Sección Delitos Contra la Infancia, Niñez y Adolescencia de la Policía de la Ciudad, el Departamento Central de Investigación Criminal de la División Investigación de los Ciberdelitos de la Prefectura Naval Argentina, Escuadrón de Investigaciones de Delitos Complejos y Procedimientos Judiciales Buenos Aires de Gendarmería Nacional.

En tanto, en la provincia de Buenos Aires se trabajó sobre 11 objetivos y la operación fue coordinada por el Departamento de Delitos Conexos a la Trata de Personas, Pornografía Infantil y Grooming, a cargo de Eleonora Weingast, que se encuentra en la órbita de la Secretaría de Política Criminal de la Procuración General, a cargo de Francisco Pont Vergés.

En los procedimientos, tuvieron intervención las unidades fiscales del Ministerio Público de la provincia de Buenos Aires: la UFIJ 20 de Bahía Blanca; la UFIJ 9 de Lomas de Zamora; la UFIJ 5 de Morón; la UFI Especializada en Delitos Conexos a la Trata de Personas del Departamento Judicial San Isidro; y la UFI 14 de San Martín.

Se secuestraron 12 notebooks, siete PC, cinco tablets, 29 celulares, seis cámaras de fotos, un router, 29 discos rígidos, 29 pendrives, siete tarjetas de memoria y cuatro sim card, multiples CDs, DVDs, armas y proyectiles.

Por elementos encontrados en algunos de los domicilios allanados, se cotejará el material obtenido para averiguar si podría haber también producción de Material de Abuso Sexual Infantil (Masi).

En el ámbito de investigación, en la provincia de Río Negro, un reconocido periodista cuya identidad no se dio a conocer, fue imputado por tenencia y distribución de material de abuso sexual contra niños, niñas y adolescentes (NNyA) en la ciudad de General Roca.

Según indicaron fuentes judiciales, la carátula inicial del caso está vinculada al artículo 128 del Código Penal, tenencia y/o distribución de material de abuso sexual infantil, aunque no se descarta que pueda cambiar en el transcurso de la investigación.

También se hicieron allanamientos en las ciudades de Cipolletti y San Carlos de Bariloche, informó el MPF rionegrino.

La audiencia, que será en las próximas horas, será “íntegramente reservada y sin público por tratarse de potenciales víctimas menores de edad”, informaron desde el MPF.

Todos los dispositivos secuestrados en los allanamientos serán peritados por la Oficina de Investigación en Telecomunicaciones de la Procuración General y el área de Informática Forense del Poder Judicial.

A partir de lo que surja de dichas pericias se avanzará hacia otras instancias, en el marco de esta investigación preliminar.

La investigación conjunta surge a partir de un convenio suscripto en el año 2021 por parte del MPF de la ciudad de Buenos Aires y el Ncjtc, por sus siglas en inglés (National Criminal Justice Training Center of Fox Valley Technical College), mediante el cual se habilitó el acceso al sistema estadounidense Icaccops (Internet Crimes Against Children Child On-line Protection System), plataforma utilizada para combatir la explotación sexual infantil y colaborar con otras entidades en pos de la protección y el rescate de NNyA.

Mediante Icaccops, se utilizó el sistema de investigación a los efectos de verificar el tráfico de material de explotación sexual de NNyA, en plataformas de intercambio peer to peer (P2P, red de pares) dentro del territorio argentino, en el período comprendido entre los meses de julio de 2021 y agosto de 2022.

El sistema, que permite ver en directo las actividades del tráfico de este material, se utilizó con el fin específico de identificar las direcciones IP asociadas al presunto material de abuso sexual infantil en el ámbito de la Ciudad de Buenos Aires.

Una vez detectados los usuarios que habrían puesto a disposición de la red grandes cantidades de archivos de explotación sexual, y con las direcciones IP geolocalizadas, se solicitó a las empresas proveedoras de servicios de internet y de telefonía la información relacionada con los datos de los usuarios denunciados.

Posteriormente, en estos domicilios geolocalizados se realizaron trabajos de constatación de los titulares de las conexiones, tarea realizada por la División Delitos contra la Infancia, Niñez y Adolescencia de la Policía de la Ciudad.
