Esteban Echeverría: preocupación de los vecinos por el futuro de la Laguna de Rocha

La laguna de Rocha esta ubicada en el distrito de Esteban Echeverría. Según el Organismo Provincial para el Desarrollo Sostenible (OPDS) es un “gran humedal, que abarca nueve ecosistemas, brinda refugio a alrededor de 140 especies de aves, otro tanto de anfibios, reptiles y mamíferos. Ubicada en la parte más baja de la cuenca Matanza Riachuelo, en sus más de 800 hectáreas desaguan varis ríos y canales de esta cuenca”

Los vecinos de Esteban Echeverría están preocupados, porque se habría destrabado el conflicto, por el cual Racing Club estaba imposibilitado de construir un complejo de alto rendimiento deportivo y en breve comenzaría la construcción. Eso sí, nadie sabe a donde va a ir a parar el agua de la laguna, ni que va a pasar cuando llueva copiosamente en la zona.

Alan Muñoz, es vecino del distrito, e integrante del colectivo “Laguna de Rocha, y contó que “nosotros ya sabemos que es lo que va a pasar, porque antes de que pase lo de Racing, ya se rellenó otros lugares de la laguna, con otros privados, y la realidad nos terminó demostrando que la cantidad de hectáreas que se rellenaron, es la misma que las nuevas inundaciones en los barrios aledaños a la Laguna. No es casualidad lo que sucede, y el predio de Rancing es uno de los más grandes, tiene 32 hectáreas, es una laguna. Van a tapar una laguna para construir 8 canchas y una mega construcción de 22 mil metros cuadrados”.

Según Muñoz, “el problema nace en el 2012, desde ahí hasta ahora habíamos logrado que cada vez que Racing presentaba un estudio de impacto ambiental, lógicamente era rechazado porque no hay forma de aprobar algo asi. Es totalmente inviable.”.

La laguna es una reserva natural integral, decretado por la Provincia de Buenos Aires, por lo que solamente pueden entrar al lugar, los guardaparques  y los vecinos que quieran visitarlas, deben contar con un permiso especial.

“De las 1400 hectáreas que tiene el humedal, la protección integral la tienen la mitad de hectáreas, y otra protección que tiene el humedal, es que es reserva histórica, porque ahí estaban asentado el pueblo originario querandí y fue escenario de la primer batalla librada en el Río  de la Plata en 1536, conocida como la batalla de “Corpus Chirsti”, donde Pedro de Mendoza combatió contra el pueblo querandí” que era comandado por el cacique Telomian Condie.

Los vecinos entienden que para que Racing se quede con estos terrenos, cuenta con su propio poderío, además de un grupo de abogados “que a la cabeza esta Cúneo Libarona, y el Ministro de la Justicia de Bs. As es socio del club” dijo  Alan.

Las decisiones sobre la laguna, de acuerdo a lo acordado en la Provincia, deben ser consensuadas en el Comité de gestión, que esta conformado por las asociaciones de vecinos, el Municipio de Esteban Echeverría  que es quien lo preside, la Provincia y el ACUMAR.

El 9 de marzo se hizo la reunión del Comite, y en el orden del día entregado a los asistentes, figuraba el tema de Racing , pero antes de que empezara la reunión, insólitamente ese tema fue sacado del temario.

La sorpresa de los vecinos llegó después de esa reunión, cuando por los medios locales, se enteraron que “el intendente Fernando Gray, es su carácter de Presidente del Comité de gestión le avisaba a la Corte de Justicia de la provincia, que el Comité había aprobado que Racing pudiera empezar a realizar la construcción en la reserva, y la realidad es que eso nunca sucedió, no es asi. Ninguno de nosotros firmó eso”, se quejó Alan Muñoz

Ni la Municipalidad ni ACUMAR respondieron por esta situación, a los vecinos, mientras tanto los grandes medios ya dan como un hecho que Racing empieza la construcción, más allá de la medida cautelar que prohíbe la construcción.
