El Diputado por la Ciudad de Buenos Aires y Vicepresidente del Bloque Frente de Todos Javier Andrade, presentó un proyecto de Ley para crear el Programa “Compras desde casa” para comercios de cercanía en el ámbito de la Ciudad Autónoma de Buenos Aires.
El objeto de dicho Programa consiste en promover el consumo, conectando a comerciantes, feriantes y productores locales y de la economía popular de la Ciudad con las/os vecinas/os a través del Registro Compras Desde Casa, mediante la comercialización de productos a domicilio. El programa estará a cargo de la Dirección General de Control y Fiscalización, donde deberán registrarse los/as interesados/as en publicar su actividad comercial.
En los fundamentos del Proyecto se destaca que “Con el objetivo de proteger la salud pública como una obligación inalienable del Estado Nacional, mediante el DECRETO 297/2010, se estableció para todas las personas que habitan en el país o se encuentren en él, la medida de “aislamiento social, preventivo y obligatorio”, …a fin de prevenir la circulación y el contagio del virus COVID-19. Es por lo antes mencionado, que consideramos necesario promocionar nuevas metodologías de compra y venta de productos, cuidando a las ciudadanas y ciudadanos de la Ciudad, en su calidad no sólo de usuarios sino también de comerciantes y productores de la economía popular”.
Para poder inscribirse al registro de compras será indispensable vender o producir alimentos, artículos de higiene y /o limpieza, poder realizar repartos. El domicilio y la actividad deberá ser de la Ciudad Autónoma de Buenos Aires y quedarían excluidas/os quienes tengan actividad comercial en shoppings. Los/as repartidores/as registrados/as contarán con una Credencial Virtual y el Banco Ciudad establecería un descuento (con tope de $500) para sus clientes; considerando el rol fundamental del Banco Ciudad en incentivar las economías barriales de emprendedores locales y vecinas/os del distrito.
En el Proyecto de Ley se solicita al Ejecutivo Porteño, la creación de la página web y la correcta difusión y comunicación de la misma para informar correctamente a todas y todos las/os vecinas/os de la Ciudad Autónoma de Buenos Aires.
